Haitian President Jovenel Moise assassinated in his private residence

Port-au-Prince, July 7, 2021, according to a statement made by the country’s interim Prime Minister Claude Joseph, he confirms the assassination of the Haitian President Jovenel Moise around 1 o’clock in the morning in his private residence by a group of well-orchestrated and unidentified foreigners speaking English and Spanish. First lady Martine Moise was also seriously wounded, remained at the hospital in the early morning of Wednesday.

The outgoing Prime Minister says he condemns this odious, inhuman and barbaric act while calling on the population for calm, during this time the Haitian National police and armed forces are in control of security in Haiti,

According to the 1987 Constitution amended in its article 149, the Council of Ministers, under the presidency of the Prime Minister, must exercise the Executive Power until the election of another president. In this case, the ballot for the election of the new President of the Republic for the time remaining to run takes place at least sixty (60) days and one hundred and twenty (120) days at most after the opening of the vacancy, in accordance with to the constitution and the electoral law.

The same article 149 specifies that: “In the event that the vacancy occurs from the fourth year of the presidential mandate, the National Assembly meets automatically within sixty (60) days following the vacancy to elect a new Provisional President of the Republic for the time that remains to run “.

Born on June 26, 1968 in Trou-du-Nord, Jovenel Moïse was a very controversial businessman who seized power on February 7, 2017 under the banner of the Haitian Party Tèt Kale (PHTK). The name of the former president Moïse had been mentioned several times in the report of the Superior Court of Accounts and Administrative Litigation (CSC / CA) on cases of corruption in the management of the funds of the PetroCaribe program. He was also accused by human rights organizations of colluding with armed gangs who terrorize the Haitian population.

Not having organized the legislative elections in time, Jovenel Moise caused the lapse of parliament in January 2020 and since ruled by decree. In his excess of zeal, he limited the power of control of the Superior Court of Accounts and Administrative Litigation (CSC / CA), formed a Provisional Electoral Council without consensus, attacked his political opponents without recoil and tried to change the mother law. of the country by referendum which is prohibited by the Constitution of 1987.

According to the constitution, the deadline for the end of Jovenel Moise’s mandate was supposed to take place on February 7, 2021 but he remained on power thanks to the international support which led him towards an authoritarian force.
